Yes. Coaches carry their credential on iPhone or on the web, officials scan with or without signal, and admins work from any browser. Offline checks are signed and expire after 24 hours so a stale phone cannot clear anyone forever.
In Canada. Documents are purged on a schedule you set, every human open of a stored document is logged, and the audit log cannot be edited by anyone, including us.
